Street Users Bylaw
The purpose of this bylaw is to regulate the activities (including the sale of goods and services) of street users. This bylaw is intended to protect, maintain and promote public health and safety and to protect the general public from nuisances.
This bylaw defines Street Use and Street User as:
- (a) The use of any street stall or mobile shop
- (b) Engaging in any street appeal, solicitation of donations, public gathering, or parade; or
- (c) Acting as a busker, preacher pamphlet distributor, street photographer or undertaking and other similar activity in a public place.
This bylaw requires that a street user obtain a permit from Council prior to carrying out a street use. Fees and charges for permits are set out in Council’s Schedule of Fees and Charges.

While the focus of pre-consultation is on food trucks, Council welcomes feedback on any aspect of the current Street Users Bylaw. A link to the current bylaw is below.
Council will also be consulting with targeted stakeholders, including Feilding District Promotions and with permit holders, throughout the bylaw review process.
