Public Places Bylaw

The purpose of this bylaw is threefold:

  • 1) To ensure that public places are used in a manner that will not cause any obstruction, nuisance or damage, or endanger the public
  • 2) To ensure the consumption of alcohol occurs in a safe and responsible manner, and
  • 3) To reduce the harm caused by excessive or inappropriate consumption of alcohol.

  • obstruction of or damage to public places;
  • the control of skateboards and cycles;
  • limits on activities within public places (including unmanned aerial vehicles and mobile traders);
  • opening and closing of parks and reserves;
  • access to beaches;
  • overhanging trees and shrubs;
  • fences;
  • property numbering;
  • repairing vehicles and leaving vehicles;
  • under-veranda lighting;
  • control of alcohol in public places (including powers for police and the alcohol control area); and
  • activities requiring consent.

Council is proposing to combine this bylaw with the Objectionable Signs and Street Users Bylaws.

Feedback closed on 20 March 2019.

Council will also be undertaking targeted engagement throughout the bylaw review process.
